| Recognizing that more critical issues affecting children and having an attempt to assist in the construction of a legal system based on principles of equal justice and the rules of law in Cambodia, the Protection Juvenile Justice (PJJ) was established and officially recognized on 5 May 2001 by the Council of Ministers and Ministry of Interior of the Kingdom of Cambodia as a non-profit, non-partisan, Khmer-administered, local non-governmental organization working for the best interest of children through legal framework .

Cambodia will be a place where children are given attention and protection through the justice system of Cambodia against all kinds of abuse, trafficking, economic and sexual exploitation, mistaken or illegal detention, and torture.

PJJ plans to be a permanent independent legal center for children to deliver services of lawyers and legal defense to Cambodian children to ensure respect for and protection of the rights of child victims and offenders within the justice system.

PJJ has three main objectives, and successfully achieving these objectives will serve to help build a protection and promotion of juvenile justice and respect for the rule of law in Cambodia . The three objectives are:
- To ensure that child victims and children in trouble with the law have access to pro bono legal assistance at all stages of legal process in Cambodian justice system
- To improve law enforcement officials' understanding relevant to the Convention on the Rights of the Child and Cambodian existing legislations and procedures
- To ensure that sexually abused child victims and child offenders who have served their sentence are provided with appropriate services such as education and vocational training.
